In the "normal" (upper) re-tuning above, the D notes in blow holes ---, 4 and 8 could also be lowered by two semitones to become C. This would change the chord of the blow layer from Dmin to Dmin7.

Over two weeks of looking and asking around have transpired, and I have tentatively concluded that as a repeating set of three holes this tuning (including its transposions) is probably new. I have looked high and low for such an animal. To the best of my knowledge it does not (yet) exist. By the way, I "get" the desire for a lipped comb, a.k.a. recessed reed plate.
