Placement of "extra" notes?

Anything apart from the two mainstream default harmonicas (Solo-tuned fully-valved chromatic, and un-valved Richter 10-hole diatonic). Alternate tunings, different construction, new functionality, interesting old designs, wishful-thinking... whatever!

If you had a non-Richter tuning that results in a whole number of octaves plus one or two extra notes, would you put the bonus notes on the low end or the high end? Why?

Low end. I prefer the lower notes, generally. Tongue block opportunities, better cords. And depending on breath pattern.

Me too. And I even prefer low and extra low tunings.

Some others do as well. I have even a Chordomonika II (the one with the 2 slides), made on the base of a Hohner 270. The maker did cut off two notes on each reedplate (i.e. 4 notes in all) of the original setting on the top and added two on the low end.
